LETTER OF INVITATION

FOR A BIDDING PROCEDURE

Regarding: Prefeasibility Study to select an option for optimizing the technological circuit of the Asarel Concentrator Plant for processing hard ores at 15 million tonnes of annual throughput.

                                                                        

                                             Dear Ladies and Gentlemen, 

We do hereby invite you to submit to us your best quotations for the task implementation of Prefeasibility Study to select an option for optimizing the technological circuit of the Asarel Concentrator Plant for processing hard ores at 15 million tonnes of annual throughput.

І.  TECHNICAL REQUIREMENTS TO THE DELIVERY:

1.The requirements are in accordance with the attached Terms of Reference, Appendix No.1

 II. THE SUPPLIERS SHALL:

  1. Confirm the capabilities to complete the task within the required timeframe and with the required quality and requirements.

III. GENERAL REQUIREMENTS TO THE SUPPLIERS:

 

А. Technical part (technical parameters).

Each applicant is required to provide information about their proposal in the technical part of their quotation regarding the requirements listed below:

  1. The bidder company must become familiar with the ore mining and processing technology and carefully assess the work volume.
  2. The quotation must contain a general calendar schedule for the task implementation.
  3. The quotations must contain a detailed description of the activities with specific unit and total prices.
  4. The options provided for the task evaluation and implementation must comply with all regulatory requirements in the area of environmental protection and occupational health and safety.
  5. Proposed implementation deadline in business
  6. Readiness to start work.
  7. Evidence of technical experience, qualifications and capabilities of the applicant, including a team for the design implementation (The applicant must submit a list of names of the team and professional CVs with evidence of professional and practical experience in designing sites of this type and  individual certificates of the specialists in charge of the task implementation with the project manager and competent persons included in the list).
  8. Validity period of the quotation - not less than 90 days.
  9. Submission of letters of reference from three (3) other previous or current Clients and a Reference List of Clients with addresses, telephone numbers and contact persons for tasks of a similar nature.
  10. Registration.
  11. Exact address, names of contact persons, telephone, fax and e-mail.
  12. Court Registration of the contractor.
  13. Current Status Certificate of the company, Profit and Loss Statement and Balance Sheet for the previous  two (2) years.
  14. Requirements for cooperation by the Client and task implementation
  15. Availability of a quality management system.
  16. Self-reference, bank recommendations. (The bidding company has an advantage if it has performed such type of work).
  17. Submission of a Non-disclosure Declaration, Appendix No. 3.
  18. Submission of a Declaration according to the Policy of Asarel-Medet JSC for Compliance with the Regime of Imposed International Restrictive Measures and Measures on Trade,  Appendix No. 2.

 B. Commercial/Financial conditions.

The applicant’s proposal shall contain:

  1. Proposal of the final price for the task implementation with unit values ​​for each test.
  2. The quotation must contain a Work Program and a spreadsheet for the task implementation, including the planned activities, respective implementation deadline, unit and total value (Euro, excluding VAT).
  3. The quotation must contain an hourly rate and number of man-hours for the individual
  4. The quotation must contain a financial payment scheme for the design and task.

 IV. WAY AND CRITERIA FOR APPROVING THE PERFORMED WORK:

  1. Approval of the developed design by signing a bilateral takeover certificate for the task.
  2. An approved report by an Expert Technical and Economic Council of the Client.

 V. OTHER CONDITIONS:

  1. The applicants shall be provided with any required materials (according to their request) by email upon their request within the deadline set forth in Item 9 (below).
  2. The principle for selecting a Contractor is in accordance with the approved Methodology for Determining a Comprehensive Quotations Ranking Assessment.
  3. Compliance with the regulations of the Occupational Health and Safety, Internal Control, Environmental Protection, Corporate Security departments and the control authorities is mandatory.
  4. The applicants may be provided with access to the site. The selected contractor may be introduced to working conditions within the Company's business
  5. Once the applicants request that any materials be provided to them, they shall sign a Non-disclosure Declaration, Appendix No. 3.
  6. We kindly request that you send the quotations according to the company's procedure to:

-  Audit and Control Director

 The quotations shall be sent to the Audit and Control Director by e-mail in English, containing two separate files with the following contents:

         File No. 1 with a note on the documents TECHNICAL PARAMETERS (technical part) with the requirements according to the Letter of Invitation for a Bidding Procedure and the Terms of Reference attached thereto.

         File No. 2 with a note on the documents COMMERCIAL/FINANCIAL CONDITIONS, containing the proposal of the quoting entity according to the Letter of Invitation for a Bidding Procedure and the Terms of Reference attached thereto.

We kindly request that you put the following note on the quotation:

“Quotation for performing a Prefeasibility Study ..................... “

“The quotation shall be reviewed (seen) only by the appointed for the purpose commitee“

    Quotation validity period – (Minimal deadline in days)

We kindly request that you send the quotations according to the company's procedure to:

-  Audit and Control Director

 The quotations shall be sent to the Audit and Control Director by e-mail in English to pbox@asarel.com, containing two separate files.

  1. The established procedures in the company for quotation storage, transparency and adherence to principles during their consideration preclude any possibility for influencing of contractor selection by corruption. Furthermore, upon establishing of such attempts, the relevant officials will be dismissed on disciplinary grounds and the contracts with the respective partners will be terminated.
  2. Quotation deadline submission by 4.00 pm on 19 June 2026.
  3. The deadline for making enquiries by email is by 12 June 2026.
